The Client
The Monroe City Department of Transportation operates in the public works sector, specializing in local roadway management. With a commitment to serving thousands of residents daily, they needed a partner who understood the complexities of infrastructure development and could deliver results that aligned with their strategic objectives.
Their commitment to safety, compliance, and quality made them an ideal fit for our collaborative approach at SRV Construction. SRV Construction (based in Oak Harbor, WA) specializes in site development, infrastructure, and heavy civil construction, serving commercial, industrial, and residential clients primarily in Washington State and the Pacific Northwest. Key projects include road improvements, utilities, and lift or pump stations.
The Challenge
When the Monroe City Department of Transportation approached us, they were struggling with:
• Degraded asphalt surfaces: The existing roadway was failing, leading to safety concerns and increased vehicle wear.
• Outdated traffic signals: The legacy systems were inefficient, leading to unnecessary delays and commuter frustration.
• High traffic volume: The corridor required major work, but shutting it down completely was not a viable option for the city.
These challenges prevented them from maintaining modern infrastructure standards, creating an urgent need for a reliable, expert solution that could deliver results without disrupting their operations.

The Solution
Our team developed a customized strategy for the Monroe City Department of Transportation.
Discovery and Planning
We began with a comprehensive assessment of their current situation, identifying key opportunities and potential obstacles. This allowed us to create a detailed project plan with clear milestones and deliverables.
Implementation
Leveraging our expertise in road and highway improvements throughout Washington State, we deployed a phased construction schedule. Our approach included:
• Asphalt removal and replacement: We removed the degraded surfaces and installed durable, high-quality pavement to ensure long-term stability.
• Traffic signal modernization: We upgraded the intersections with state-of-the-art signals to improve traffic flow and commuter safety.
• Night work scheduling: We implemented phased night shifts to manage heavy traffic and minimize public disruption during peak hours.
When planning major infrastructure upgradesin high-traffic zones, securing noise variances and detailed traffic control permits early is essential. Phased night work ensures that commuters experience minimal delays while the project stays on schedule. Throughout the project, we maintained transparent communication with regular progress updates. Our team remained flexible, adapting our approach as needed to ensure optimal outcomes and strict adherence to safety protocols.
Current Projects
As part of the broader Monroe Transportation Benefit District, we will be engaged in additional key infrastructure projects.
US 2 Corridor Safety Improvements
This project will improve pedestrian and traffic safety on US 2 at 11 locations by replacing the signalized intersection at US 2 and Old Owen Road in Sultan with a roundabout. We are installing delineation, signing, truck aprons, curb ramps, curbing, and crosswalks along the US 2 corridor from Monroe to Gold Bar. A significant component of the safety improvements is the replacement of the traffic signal at Old Owen Road with a roundabout. This project is anticipated to be completed by late 2026.
SR 522 Widening and Interchange Design
The Washington State Department of Transportation is in the design phase for widening SR 522 between Paradise Lake Road and the Snohomish River Bridge. SR 522 in Snohomish County is an increasingly important route connecting communities between Woodinville and Monroe. We plan to widen the highway to two lanes in each direction, build a new eastbound bridge at Fales Road, and replace the SR 522 intersection at Paradise Lake Road with an interchange.
SR 203 Paving Project
We will be working on a preservation project to repair and smooth the surface of State Route 203 between Duvall and Monroe. This work is necessary to prevent further and more expensive damage to the roadway. Construction is set to begin in Summer 2026. Expect single-lane closures managed by flaggers and pilot cars, primarily at night.
The Results
Our partnership with the Monroe City Department of Transportation delivered measurable success:
• Completed on time: We finished the project efficiently, minimizing delays for local commuters.
• Enhanced safety standards: The new signals and structural reinforcements significantly improved the corridor's overall safety.
• Zero safety incidents: Our strict risk management protocols ensured a secure environment for both our crew and the public.
These outcomes exceeded initial projections and positioned the Monroe City Department of Transportation for continued success in its public works initiatives.
